Recent Rules and Decisions

IN RE JUAN CARLOS LABADIE (Gretna), 2022-B-1552 (1/18/2023): The Court suspended the respondent for two years based upon his arrest for possession of cocaine. The factual allegations in the formal charges were deemed admitted pursuant to Louisiana Supreme Court Rule XIX, §11(E)(3).


IN RE JOSEPH HAROLD TURNER, JR. (Atlanta, GA), 2022-B-1402 (1/11/2023): The Court adjudged the respondent guilty of additional rule violations to be considered when and if the respondent petitions for readmission from his current disbarment. The factual allegations in the formal charges were deemed admitted pursuant to Louisiana Supreme Court Rule XIX, §11(E)(3).


IN RE TODD MICHAEL TYSON (Baton Rouge), 2022-B-1607 (1/18/2023): The Court suspended the respondent for one year and one day for neglecting a legal matter, failing to communicate with a client, failing to promptly refund an unearned fee, and failing to cooperate with the ODC in its investigation. The factual allegations in the formal charges were deemed admitted pursuant to Louisiana Supreme Court Rule XIX, §11(E)(3).


IN RE ANDRE’ ROBERT BELANGER (Baton Rouge), 2022-B-1356 (1/18/2023): The Court denied ODC’s appeal of the Board’s dismissal of the formal charges. The formal charges were dismissed.


IN RE MICHAEL C. PALMINTIER (Baton Rouge), 2022-B-1406 (1/18/2023): The Court denied ODC’s appeal of the Board’s dismissal of the formal charges. The formal charges were dismissed.

IN RE LUKE J. THIBODEAUX II (Baton Rouge), 2022-B-1487 (1/18/2023): The Court suspended the respondent for two years, with all but one year and one day deferred, based upon his no contest plea to domestic battery and simple battery.


IN RE S. MICHELE BLANCHARD-AIREY (Slidell), 2022-B-1592 (12/20/22): The Court suspended the respondent for six months, fully deferred, for mishandling her client trust account.


IN RE SHYTISHIA MOORE FLUGENCE (Lafayette), 2022-B-1647 (1/25/2023): The Court suspended the respondent for six months, fully deferred, for mishandling her client trust account, failing to promptly remit funds to third-party providers, failing to execute written contingency fee agreements, failing to prepare settlement statements, and failing to comply with notice requirements when providing financial assistance to clients.


IN RE TERRANCE A. PROUT (New Orleans), 2022-B-1591 (12/20/22): The Court suspended the respondent for six months, fully deferred, for engaging in an unauthorized communication with a represented party.
